🔥 Peak season
July–August attracts the most Western tourists seeking summer holidays, though 'peak' remains modest by global standards (hundreds, not thousands, monthly). Hotel rates for foreign visitors are fixed by the state, not demand-sensitive, so price volatility is minimal. The Pyongyang Summer International Film Festival (August) occasionally draws international participants, though access remains heavily restricted.

April–May and October–November. Spring offers warming weather (8–17°C) and blooming parks; autumn repeats this comfort window. Both months have lower tour bookings, shorter queues at monuments, and consistent tour operator scheduling. Prices remain state-fixed.
🌙 Quietest & cheapest
December–February. Winter temperatures drop to −10°C or below, with occasional snow and heating irregularities in some facilities. Fewer Western tourists visit, though organised tours still operate. The trade-off: poor weather, shorter daylight hours, and risk of tour cancellation due to roads or political events.

Fewest tourists. Heating inconsistent in hostels. Short daylight (7 hours in January). Risk of event-related tour cancellations highest.
🎭 Events worth timing a trip around
Day of the Shining Star (16 February, birth of Kim Jong-il): large-scale mass games and civilian performances, though foreign access is limited. Foundation Day (9 September): military parades and mass celebrations; tour scheduling around this date is unpredictable.

Bring layers and a heavy insulated coat if visiting September–March; heating is centralised and often inadequate in autumn/winter, and indoor temperatures can be surprisingly cold despite outdoor chill.
